The Department of Higher and Technical Education (H & TE), Government of Maharashtra (GoM), India, incorporated Maharashtra Knowledge Corporation Limited (MKCL) under the Companies Act, 1956. In order to make the capabilities of MKCL available to all Departments of the Government of Maharashtra, the General Administration Department (GAD) has taken over coordination of the company's affairs as of January 5, 2018 from the Department of Higher and Technical Education. Subsequently, it was assigned to the GAD's Directorate of Information Technology.
In the emerging knowledge era, the creation of a knowledge-based economy and knowledge-based societies is essential to the survival and development of people.
MKCL believes that our society has the potential to emerge as a knowledge-based economy due to its large but untapped pool of young talent. The difficulty lies in transforming its predominantly agricultural or industrial economy into a new knowledge-based economy by cultivating its talent pool in the right way.
This transformation can be achieved by fostering a society-wide culture of lifelong learning. Lifelong learning can only be sustained in such a populous and developing society if knowledge resources are made available and affordable to the masses at all times and in all places. IT and the Internet not only provide a transformative medium for the dissemination of knowledge, but also serve as a platform for the generation of nearly 90 percent of our actionable knowledge resources. Bridging the Digital Divide becomes the top priority for socioeconomic transformation in order to achieve a knowledge-based society and economy. The severe threat of marginalisation posed by the Digital Divide, the resulting Knowledge Divide, and the Opportunity Divide can be effectively averted through the implementation of a mass IT Literacy Mission. Only an IT-literate society can take advantage of a larger portion of global knowledge resources, business opportunities, and global employment opportunities.
MKCL is an entrepreneurial initiative aimed at bridging the Digital Divide, the resulting Knowledge Divide, and the Opportunity Divide by providing actionable knowledge and essential services to the masses for socioeconomic transformation.
MKCL is attempting to simultaneously address these six challenges through the pervasive and appropriate use of IT and its unique network of public-private-community partnerships.
MKCL aims to assist in laying the foundations of a knowledge-based society, which is essential for the survival, development, and empowerment of the masses in general and the youth in particular.
